U can in fact tank in raids but most ppl will not appreciate it unless its off tank on SH. But if u wanna tank on necro your best best is scourge. If by tank you mean take aggro on bosses builds for that are quite odd in GW2 and only used in certain encounters, not really efficient to build an entire character around it.
